This PR syncs eng/common with azure-sdk-tools (per azure-sdk-tools PR 15475) by making purge-protection verbose output more robust when ScheduledPurgeDate is missing on deleted Key Vault / Managed HSM resources.
Changes:
- Build purge-protection verbose messages dynamically instead of always interpolating
ScheduledPurgeDate. - Add a fallback message when
ScheduledPurgeDateis not present/empty for Key Vault and Managed HSM.
