This PR adds a Docker-based CI workflow that builds and tests BSC in a containerized environment. The workflow includes building BSC using specified GHC, Cabal, and HLS versions, running smoke tests, and testing the Haskell Language Server. The workflow is triggered on push to main and can also be triggered manually.
