Add unit tests for tools #54
Description
Right now all the tool functions are untested in this project which lets broken versions be merged into master. For example, #31 broke backwards compatibility for docker_call invocations but did not update the invocations in any files in the /tools/ directory, breaking them all on master despite no tests failing.
