Prepare the October release of WarpX:

# update dependencies
./Tools/Release/updateAMReX.py
./Tools/Release/updatePICSAR.py
# bump version number
./Tools/Release/newVersion.sh

Following this workflow: https://warpx.readthedocs.io/en/latest/maintenance/release.html

AMReX is one commit after 22.10 release, to fix oneAPI DPC++ 2022.02: 22.10-1-g13aa4df0f5
Close #3442
