Add Pylons - Add pylon holder plus related vehicles and functions

When merged this pull request will:

• Add to Common cba_fnc_attachToBone
• Add cba_pylons_fnc_jettison
• Add pylon holder vehicle (not sure if turreted/tgp versions are appropriate to include)

pboProject error seems to be due to the LODs being all only 1 face from the proxy.

pboProject will fail on CI because missing a3 p3d,
actually builds fine locally,
probably have to disable the CI going forward but that's fine imho

It has shadow volume 0.0 and 10.0, which don't seem like they should be considered duplicates?
