Expanded smoke tests with tuning

Summary

Amend the smoke tests to include tuning POST and GET calls to show that tuning is still functioning.

Acceptance Criteria

• Rename the example_linkage_test.sh to be more comprehensive (we're running more than linkage tests)
• Add the ability to kick off a small tuning job, and wait for the results
• We should add an auto timeout in case the job fails to complete properly
