Some interventions that are implemented via itinerary modifiers will require setting membership to be updated as people become inactive/active in a setting. This logic should be connected to itinerary modifier registration and should handle instances where:
- multiple itinerary modifiers are indicating a person should be removed from a specific setting
- one itinerary modifier is indicating a person should be removed from a specific setting and the other is not
The user should also be able to specify if an itinerary modifier requires setting membership modification, to enable optimizations for setting modifiers where no infections will propagate in a given setting e.g., virtual school closures disallow transmission at schools
