Update AKS cluster to 1.27 #71
Description
Our AKS instance is on version 1.26, but Azure is retiring that on 3/31/24. We'll need to update to 1.27 or later.
We received a warning email from Azure specifically for phdi-playground-dev-aks-cluster.
