Create "Active Mode" For Use With Respiratory Datasets

At present, `pyrenew-flu-light` has a historical mode for model comparison and forecasting on past data that requires `cfaepim` saved data files. In the near future, `pyrenew-flu-light` will have an active mode that supports forecasting on new influenza data pulled from APIs; the infrastructure to handle this needs to be made.
