(Which means you can download it directly from Blender itself)

Apply Modifiers With Shape Keys v1.0

This is the initial release version.
It is extensions ready although it hasn't been published to the extensions platform yet.

Future releases will hopefully be available through that platform which will give the possibility to update through Blender itself.
