BB2-4997: Add CMS Aligned Networks metrics to Quick Dashboards

What Does This PR Do?

This PR modifies SQL templates and terraform code around BlueButton's Quick dashboards so we can track CMS Aligned Network metrics in those dashboards.

What Should Reviewers Watch For?

If you're reviewing this PR, please check for these things in particular:

• Do the terraform updates look correct? Exported the updated dashboard JSON via aws-cli and then updated the terraform code manually. Not sure the TF code is every applied, but it should be updated

What Security Implications Does This PR Have?

• I have created tests to sufficiently ensure the reliability of my code, if applicable. If this is a modification to an existing piece of code, I have audited the associated tests to ensure everything works as expected.

Validation

• Ran through the adding new metrics process. Was able to successfully alter the schema, and run the lambda locally. After doing so, was able to get the data in the different Athena tables and update the QS dashboards.
• We don't have data for these logs yet, but when the SQL files were modified to look for synthetic users, we were pulling in the expected numbers
