This PR adds the ability to override the iTwin Cesium Curated Content base URL used by iTwinCesiumCuratedContentLoaderFactory.
The override makes it possible to connect to alternate servers (e.g., staging, QA, mock servers) for non-production testing environments, while preserving the current default behavior for production.
