Title: Add: Data Processing and MongoDB Integration Scripts for EV Charging Stations

Description:
This PR adds several key components for EV charging station data processing and integration:

Key Features:

Data validation and cleaning scripts for charging station data
MongoDB integration with CRUD operations and tests
Power BI data preparation utilities
Configuration management
Logging implementation

Files Added:

Data processing notebooks and scripts
MongoDB integration (mongodb.py, mongodb_crud_tests.py)
Data validation utilities (data_validation.py)
Power BI data preparation (powerbi_prep.py)
Application setup and configuration files
Cleaned and enriched datasets for Melbourne charging stations

These additions will help streamline our data pipeline and improve data quality for the EV charging station analysis.

Testing:

MongoDB CRUD operations have been tested
Data validation functions are working as expected
All scripts run without errors on the provided datasets
