Development-only URL/port wiring; production Electron loading is untouched.
Overview
Dev-only: the GUI dev server port and Electron’s development load URL can be overridden via
CHIA_GUI_PORT(still defaults to 3000).Webpack now loads
packages/gui/.envwithdotenvand uses that variable fordevServer.port. Electron’sstartUrlin development uses the same port so the shell loads the matchinglocalhostURL.
