- Move shared Azure Blob Storage emulation into it's own controller
- Remove Signed Url code from cache and artifacts v2 backend
- allow single blob uploads
- add tests for in workflows upload / download

Added github-token input to readFile step.
Refactor test commands in nuget.yml for clarity.
