tl;dr
new airlocks with both old cycling mode and adaptive reconcile mode
has the capability to handle atmos itself resulting in a lot faster cycling mode (controllable still via vars)
has the capability to dynamically reconcile air in/out to match an environment
has the capability of matching exterior air by pumping air in from the outdoors
has the capability of ensuring air doesn't fall below a certain pressure for 'planet' airlocks
has the capability of hooks/etc, useful for shuttle docking and whatnot
prerequisite for #6396
