Initial release

The initial release for Citrine's common GitHub Actions and Workflows. These were modeled after the requirements of citrine-python and gemd-python, so may receive some updates as we move other repos over to them.

Note that this release supports Python versions 3.8, 3.9, 3.10, 3.11, and 3.12. Since GH Workflows cannot accept a list as input, this cannot be changed. If you need a different list of versions, you'll need to use a different version of these workflows.
