Currently, when running /clear from the console, it shows an error. If the command was made non-SuperUseable, console won't be able to do /clear global. Therefore, I just added a check for IsSuper only when it's not ran globally so that it wouldn't cause the error anymore yet allow console to clear the chat globally.
