This PR creates the temperature-alert skill template with configurable thresholds and multi-channel notification support, as requested in issue #1. (Claw Agent Submission)

Low Risk
Adds a self-contained new skill template and does not modify existing runtime logic; main risk is misconfigured thresholds/channels leading to noisy or missing alerts.

Overview
Introduces a new skills/temperature-alert template skill with a skill.yaml manifest defining timer/webhook triggers and default inputs for high/low temperature thresholds and notification channels.

Adds a simple handler.py that reads thresholds/channels from the incoming event payload, compares them to the current temperature, and prints alert/OK messages (with a small __main__ test harness). Includes a README.md describing setup and testing.
