Lower line is not visible

Describe the bug

Installed fresh CDDA on a WinPC and i see that during custom character creation the lowest line is not visible.

Attach save file

no save file yet

Steps to reproduce

1. start new custom character
2. check the lowest line of scenarios (or any tab there really)

Expected behavior

All lines should be visible

I'm pretty sure that

Cataclysm-DDA/src/newcharacter.cpp

Line 2472 in d26f77c

new_uilist->force_desired_bounds = true;

is part of the problem.

Not only it hides the scrollbar (which is bad) ,
it also does weird stuff to the way it counts inner space,
and also hides the Filter: footer text.

It is also apparent in game menu of ] - i think it is added by Mind over Matter mainly, but maybe not only that. It doesn't show the lower line for shortcuts too
