Tacoma nurse doesn't accept 10 syringes that I have in my inventory

Describe the bug

Tacoma nurse gave me a quest "Find 10 Syringes" .

I returned to her with 10 syringes in my inventory. She says "Do you have the empty syringes?", and the only dialogue options are "Not yet" and "No. I'll get back to it".

1. Load the attached save.
2. Talk to the nurse.
3. Check your inventory, confirm that you have 10 syringes.

Expected behavior

She should take the syringes.

Additional context

If I drop these syringes on the ground (beneath my feet) and talk to her, then she accepts them.
