Description of the changes
The intents and public bots doc page was written when intents were first introduced, and last updated for the message content intent in 2022. Since then, much of the concerns presented have been addressed and can now be explained more appropriately for the current state of Red. This PR updates the language to be up to date with the current guidance for intents and public bots. Additionally, some of the discord support links had died, and were replaced.
