Adds four pinned skill-only plugin bundles from igmarin/agent-profiles: project planning, Elixir developer, Ruby/Rails developers, and Rust developer. Each pin is the same public immutable commit and passed python3 scripts/validate.py plus python3 scripts/validate.py --fetch.
