We don't put qlmaas==1.12.3 from the requirements because myqlm installs it alone?

We had problem in the past with not fixing specific versions for those two (especially scipy, for HDES also the convergence is not the same)
Is there a specific reason why we relaxed all those requirements ?

for HDES yes, but for mpqp what is the issue ?
