The release popup and the first-run onboarding tour surface independently on boot, so a new cloud user got both at once and the popup competed with the tour for attention. Gate the popup on the tour being active. Every way the tour ends already returns the engine to idle, so the popup reappears on its own with no per-exit handling.

Summary
A new cloud user starting the onboarding tour also got the What's New popup at the same time, so two things competed for their attention on their very first visit. The popup now waits until the tour is over, then shows up on its own.

None. The popup's existing conditions (distribution, notification setting, version comparison, seen status) are untouched, and the node conflict dialog that chains off dismissing the popup still runs, just later.
Review Focus
The main thing worth a look is that this is deliberately a read of existing state rather than something we track ourselves. Earlier drafts kept a flag that onboarding had to set and clear at several points, which turned out to leak: a user who hit the paywall mid-tour would lose the popup for their entire session. Reading the tour's own state means there is nothing to release, so that whole class of bug goes away.
One known gap, left in on purpose. There is a roughly 500ms window while the tour is starting up where it has not registered as active yet, so the popup is not suppressed there. In practice the release fetch is kicked off well before the tour begins, so it usually resolves either comfortably before or comfortably after that window. Closing it properly means tracking a "tour is starting" flag in the controller, which is a bigger change than the gap warrants. Worth doing only if anyone actually sees a flash.
Scoped to the first-run tour only. No changes to the popup component, the tour engine, or any onboarding file.
Testing
The behaviour that matters is not just that the popup hides, but that it comes back, so the main test asserts the full round trip in one go: visible, tour starts, hidden, tour ends, visible again. Checking only the hidden half would pass just as happily if we had broken the popup permanently.
