Adds docs/design-documents/20260704-phase-1-execution-plan.md — the detailed, reviewed Phase 1 execution plan (prioritization, v0.16–v0.19 sequencing, acceptance criteria, edge-case mitigation, UX-cohesion through-line).

Revised against two independent codebase-grounded reviews (technical accuracy/optimization + UX cohesion). Locked decisions: SIGTERM graceful drain ships as v0.15.1 (live invariant-7 gap); conduit init reconciled to one 5-min-wow entry; UI rebuild is greenfield React in a new conduit-ui repo.

Docs-only, Tier 3. Advances ROADMAP Phase 0 (roadmap+board) and scopes Phase 1.
