…nd legacy markers (#22792) * Fix missing secret and legacy markers on fleet-configurable config fields Add secret: true to credential objects (openstack/openstack_controller user fields) and legacy: true to deprecated/legacy fields (prometheus ssl_*, snmp python-loader-only fields, openstack_controller legacy check version fields). * Revert legacy: true from prometheus ssl_* fields (still primary config interface) * Remove fleet_configurable: true additions from this PR * snmp: annotate init_config refresh_oids_cache_interval with legacy: true
