Same pattern as the v1.7.1 release: the version-bump commit (Cargo.toml/ flake.nix/Cargo.lock/CHANGELOG.md) had no SpecSync change covering it. Registered CHG-0006 (operations, no-spec-change) for the release mechanics, and reopened/re-verified/re-accepted CHG-0003 (Cargo.lock pin) and CHG-0004 (CHANGELOG.md pin) now that both are current again.
