Update CTDL Schema Handling

• On install and build, new schemas are downloaded from Credential Engine. Then run tests and npm run build if the updated schemas work out properly.

Initial Release

The initial release of the Credential Registry Publish Action supports a variety of CTDL classes as published at organizations's own websites. It grabs listed resources and publishes them to the Registry after performing a variety of link validation tasks to ensure the representation in the registry is correct.
