added VS2019 to Appveyor CI tests - #1054

since it's no longer supported by Github Actions. On the other hand, since Appveyor is our longest CI test, it's necessary to keep its execution time low. For this reason, older configs (VS2013 and VS2015) are removed.

For this reason, older configs (VS2013 and VS2015) are removed.
Appveyor remains the longest job to wait for, but at least it's shorter now (7mn -> 5mn)
