This implements the logic required to update plot_invasion_mapsts in plotinfo and individual historical entities.

The .block_index appears to be laid out identically to a map.block_index, storing pointers to the pim_blocks listed in .blocks. For areas without information a nullptr is stored, so we can leave the vector untouched and rebuild the .block_index, updating .blockz.

I have tested by teleporting siege enemies to a platform created within a new infinite-sky world segment, and have seen the resultant crash resolved.
