CLI/Python/HTTPS docs were classified as "Reference" (user/reference/programmatic-usage/) while presented in the nav as "How-To" siblings of the Web Interface guides. Move them to user/how-to/programmatic-usage/ so physical paths match the nav grouping, and add a new user/how-to/index.md landing page linking to both subsections — this path is now free for diracx to own since diracx-web moved its Web Interface guides to how-to/web-interface/ (see DIRACGrid/diracx-web#504).

Depends on the diracx-web restructure PR merging first, since this build pulls diracx-web's docs/ from main via mkdocs-diracx-plugin.
