V4.0.2 regular block time activation

Update 4.0.2:

4.0.2 requiers both: a spec.json so we return to the 3 seconds block interval, and a Nodesoftware update, that does not do empty blocks anymore during the Key Gen Phase and does garbage collect invalid Service Transactions.

For Active Validators and RPCs to minimize downtime

cd Diamond # Directory where of your Diamond Repository.
git pull # updates the spec.json + a small fix for first time deployments. 
./build-from-source.sh # this will pull the latest diamond node source code and builds a Node. 
# if your node is running you will receive an expected error at the end.

# stop your node
# (This is dependend on how you manage your service)
# example: systemd:
# systemctl stop dmd

./build-from-source.sh # after stopping, copying the latest binary will work.

# start your node again.
# (This is dependend on how you manage your service)
# example: systemd:
# systemctl start dmd

simpler approach for normal Nodes
