Release cicd with mac15 images.

Updates the release CICD for macos 15.

Description

Uses macos-15 images for release CICD due to the macos-13 images being retired. Billing issues occurred when attempting to use macos-14-large to automatically make an x86 conda build. Hopefully macos-15-intel does not incur the extra billing that "large" images do. (I wasn't able to verify for sure if -intel images count as "large").

Added a flag to recipe/build.sh that helps macos-15 back-target macos-13 (the current target under the conda build system).
