FSP Reconciliation Version

This version is to be demonstrated for FSP reconciliation. Changes have been documented through the USGS IPDS process.

Website update w/ moderate droughts

Major overhaul to site to display the full timespan of drought events, not solely the exceptional droughts. The site is now in better alignment with the drought monitor, displaying events that are "moderate" or worse (i.e., below the 20% drought threshold).
