Remove the trailing ".\r\n" like we do in Sys::Win32StrError().
The bare `throw;` is only supposed to be used in a catch block. Although it worked in practice where I've tested (GCC and MSVC). The standardly correct way is std::rethrow_exception.
No one has requested it that I know of, but it seems like there ought to be a cvar.
