A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput). Due to intrinsic variability in measuring that goal, we can only estimate its mean value for each experiment; we report uncertainty in that value as a 90.00% confidence interval denoted "Δ mean % CI".
For each experiment, we decide whether a change in performance is a "regression" -- a change worth investigating further -- if all of the following criteria are true:

Its estimated |Δ mean %| ≥ 5.00%, indicating the change is big enough to merit a closer look.

Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

Its configuration does not mark it "erratic".

Should we do that only on a fresh install? It might be better to keep updated packages, than no packages at all.

The rollback task will only actually run on fresh install. We just store it everywhere

If we don't have a reason not to since our last discussion, I'm in favor of making purge the default and skipping it only when a flag is passed.

I am doing that in a future PR, as that way we can more easily roll it back if something goes wrong

What does this PR do?
Update the MSI OCI install logic to use the installer setup script to install the OCI packages. This allows one common workflow between installer setup workflow and MSI workflow. Adds in a purge command to purge the OCI packages, similar to the OCI install.

Describe how you validated your changes
Existing e2e tests cover making sure OCI packages are installed through setup command.
Adds e2e test to test that purge removes .NET tracing library.
Additional Notes
Right now during uninstall we ignore the results of the purge command. Should we fail uninstall if we fail to purge?
Future PR will, fix rollback logic to better handle upgrade workflows for DDOT.
