chore(otel): adds support for enabling otel logs and metrics collection via OTEL_LOGS_EXPORTER

Description

Ensures ddtrace supports OTEL_{LOGS,METRICS}_EXPORTER=otlp, this should enable otlp logs support.
Also ensures the correct otel metrics is sent for this config, env hiding for when DD_{LOGS,METRICS}_OTEL_ENABLED is set, and sending env invalid for invalid values (ex: xray).
