What does this PR do?
Adds the Resource tags advanced option to step 7 of the QuickStart ORM stack deployment instructions in the OCI getting started guide.
Motivation
The getting started guide lists the same advanced configuration options as the integration README (Compartment, Domain, Resource tags), but was missing the Resource tags option.
