Add NetScout PFS health SNMP profile for CPU and memory metrics

What does this PR do?

Adds an SNMP profile for a Netscout switch, and a related test and test data

Passed local validation and also E2E test locally:

ddev meta snmp validate-profile -f netscout-switch.yaml
ddev env test snmp active -- -k test_e2e_profile_netscout_switch

Motivation

A customer ticket that led to the creation of this profile: https://datadog.zendesk.com/agent/tickets/2920062
