What does this PR do?

Adds assets/event-management/config.json for the kubernetes integration, conforming to the event-management-asset-handler config schema (schema_version: 1, creation_policy with both external and internal submission allowed).

Motivation

Provides a real integration asset to exercise the event-management-asset-handler validation endpoint deployed in staging.

Adds assets/event-management/config.json for the kubernetes integration
