When this commit is used to auto-activate test_symdb_upload, this added block only appends a second weblog_declaration with the same weblogs that are already declared as missing_feature immediately above. The manifest parser expands each weblog_declaration and get_rules appends all matching declarations, so for django-py3.13, tornado, django-poc, python3.12, and fastapi the test still receives a missing_feature declaration instead of becoming active; the easy-win activation is therefore a no-op for exactly the variants this block touches.
