About the PR
Added a loudspeaker functionality to Command's headets, allowing them to make their text bigger over the radio.
Also added megaphones, applying the same effect to standard speech if held in hand.
Why / Balance
Inspired by a WYCI thread. Makes command and heads easier to see when talking.
The radio loudspeaker is available to all the heads' over-ear headsets (LO, MG, CMO, HOS/Warden, CE, HOP, CJ and Cap), plus Nukie Commanders (they also need coordination) and LPOs (would be hard to impersonate command without it).
Megaphones are added to the LO, HOP, Warden and Clown lockers.
Technical details
Cherry-picked from Goob-Station/Goob-Station#4635, made small adjustments for the megaphone audio not actually working, added the new parenting to the DV-specific headsets.
