DerpLauncher: add back & update Simplified Chinese translations for QPR2

BP3A has enabled one_grid_specs flag which hides the launcher rotation setting. Tablets always allow rotation, but the new flag broke handheld devices that are landscape by default or devices with physical keyboard The new fixed landscape layout is still not exposed and works poorly at the moment, so make the necessary changes to expose the old toggle again. DerpLauncher: patch: Translate: Add support zh-rTW Translate
Previously no burn in protection existed since Google moved navbar to L3. Example of each extreme with these values on waffle: https://i.imgur.com/q7u1BJN.png However, any device with different criteria may overlay new values.
