This PR adds a new service to be used to run PySIMRecon with, along with the logic needed to parse incoming messages to said service. The actual processing logic and the building of the Docker container needed to run it will be slowly implemented in subsequent PRs.

  • Adds the PySIMRecon service
  • Updates the pyproject.toml service entry point
  • Adds recipe for the service (message will be sent from Murfey)
