Add toast component

This change:

• Converts csStore into a slice
• moves the csStore selectors into the csStore slice module.
• Creates a notifications slice to hold notifications that will be displayed to the user.
• Added a Toast based Notifications component that allows toast style notifications to be displayed to users.
