This PR updates Decidim to the latest 0.29-stable release revision, updates the modules defined in this repository and the dependencies with the installed modules to use versions compatible with 0.29.
In the case of decidim-awesome it uses a version which includes the users autoblock feature and the ability of include attachments in comments
