We prematurely created the is/7.4.x branch. It will be much easier to manage the releases if we sync the code there into main.

Intent is to merge this forward and then do prep for all the products on the main branch

In ConsoleResourceOwnerFlowRefreshToken, refresh a finite number of times, and do so quickly, instead of refreshing every 5 seconds forever.

Refershing forever is not convenient when running this client as a smoke test, nor is a 5 second delay between each refresh.
There was one misconfigured test run that used an invalid combination of scope and resource.
- Map DCR endpoints in Main{8,9,10}
- Register DCR customization used by DCR test client in Main{8,9,10}
- Add missed await to call to FindClientByIdAsync in DCR customization
This seems to resolve an issue with server in 9.5.0 on Mac (arm).
