This PR adds a new changelog-generator tool that takes in a list of upstream "prepare release" PRs and generates the upstream changelog from them. It then fills in the upstream changelog into predefined placeholders in the
summary.tmpland creates a PR to update the changelog plusdist.versionin the manifest.
