For stability in land ice-covered regions, we find it beneficial for stability to increase the viscosity in thin water columns. This PR adds config options for setting this viscosity and the column thicknesses over which it is ramped up to this value. It is applied as a minimum viscosity so that the local viscosity is used at the thicker end of this ramped region.
